Unfortunately I am not a hardware geek but in my experience there are probably more then just your video card that could be the issue. What I alwayz do when i experience speed issues is I remove my paging file in windows, defrag my drive then setup the paging file again. Then you should look at what processes you have running in your windows environment. That would be my first step before I start buying new hardware.
